　　很多研究發(fā)現(xiàn)，發(fā)展中國(guó)家受過(guò)良好教育的人們尤其可能移民。據(jù)估計(jì)，三分之二受過(guò)良好教育的Cape Verdeans都居住在國(guó)外。2004年對(duì)印度家庭展開(kāi)了一次大范圍調(diào)查，詢(xún)問(wèn)了他們移居國(guó)外的家庭成員情況。調(diào)查發(fā)現(xiàn)，近40%的移民接受過(guò)高等教育，而所有25歲以上的印度人中，這一比例僅為3.3%。這種“人才外流”的現(xiàn)象長(zhǎng)期困擾著窮國(guó)的政策制定者們。他們擔(dān)心這會(huì)有損經(jīng)濟(jì)發(fā)展，使得他們喪失亟需的有技能的人才，他們本可在大學(xué)里教書(shū)，在醫(yī)院里工作，或是研發(fā)出可供生產(chǎn)的新產(chǎn)品。

　　As one of the regular customers of your online store, I am writing this letter to express my complaint against the flaws in your product—an electronic dictionary I bought in your shop the other day.

　　The dictionary is supposed to be a favorable tool for my study. Unfortunately, I found that there are several problems. To begin with, when I opened it, I detected that the appearance of it had been scratched. Secondly, I did not find the battery promised in the advertisement posted on the homepage of your shop, which makes me feel that you have not kept your promise. What is worse, some of the keys on the keyboard do not work.

　　I strongly request that a satisfactory explanation be given and effective measures should be taken to improve your service and the quality of your products. You can either send a new one to me or refund me my money in full. I am looking forward to your reply at your earliest convenience.
